The Sanctum is mobile. At Tier 1 this is some kind of mundane terrestrial vehicle such as an RV. At tier 2 this can include mystical flying sanctums. Sanctums should be slow or difficult to move, and can only be moved once per arc. This may require a task by the player to get their Sanctum into place.
